Thank you for your recent FOI enquiry.
Please could you send details of your address as I am unable to process
the request without this information as you are asking if a contract
exists between yourself and Flintshire County Council to remove refuse and
recyclable materials from your premises. Without the address of your
premises, I am unable to to confirm if such a contract exists.

I will put your enquiry on hold for a period of 2 weeks, and if I donot
hear back from you by 16 July 2009, I will assume that you no longer wish
to proceed with the request.

Re: Request for Information R001776 (Removal of household waste and
recycling)

Further to your recent request for information, please find my response
detailed below;

1) Are Flintshire County Council contracted to empty my bin at set
intervals?
Yes, the refuse collection service is delivered at the address given on a
weekly basis via the use of a sack container (bin) with the provision of
two sacks per week delivered twice annually in rolls of 52 and is known as
a back door, black sack residual waste collection service. Providing the
black sack is used in the proper manner and has no hazardous wastes such
as broken glass or dog fouling in it, we would service the sack on the
weekly frequency. Other conditions may apply based on how the waste is
presented for collection and these are normally resolved by an Operations
Supervisor visiting to understand any problem that may exist and to
explain how this can be remedied by both parties to restore any break in
service.

1a) Does a contract exist between myself and the Council?
No contract exists between yourself and the Council, the contract exists
between the Waste Collection Contractor and the Council to provide a whole
range of Waste and Recycling Services to the residents of Flintshire and
is currently held by Environmental Services an in house team inclusive of
the bin emptying service.

2) Are Flintshire County Council contracted to remove recycling from my
property?
No , the contract as requested by Flintshire County Council and is
consistent nationally is to collect and service dry recycling, glass,
plastic bottles (only plastic bottles) and cans, both alloy and steel via
the Blue Box and paper and cardboard via the Blue Bag services from the
curtilage(pavement) in front of all addresses in the County that have full
access to this service (97% of all households presently) on a fortnightly
basis across the County .

The Brown Wheel Bin service for Garden wastes ( no kitchen wastes are
allowed, cabbage or lettuce leaves and fruit skins or cores could have
come into contact with meats in the kitchen and are via the UK Chief
Veterinary Surgeon banned from entering the garden waste bin under the UK,
Animal By Products Regulations, ABPR) Brown bins are serviced equally from
presentation at the curtilage, in front of the wall or gate on the back
edge of the pavement again on a fortnightly basis for 11 months of the
year, February to December if presented with a one off collection during
January due to seasonal downturn in gardening arisings

2a) Does a contract exist between myself and the Council?
No contract exists between yourself and the Council, the contract exists
between the Waste Collection Contractor and the Council to provide a whole
range of Waste and Recycling Services to the residents of Flintshire and
is currently held by Environmental Services an in house team inclusive of
the Dry Recycling and Garden Waste Composting service.
