Are intra-company work permits being investigated?

Dear Sir or Madam,

I have been trying to communicate with the Chief Inspector,
on the topic of intra-company transfers for IT work permits,
writing on the 10th September and 28th January without reply. The
latter was by recorded delivery (to 9-10 Great George Street) and
referred to websites:

I have been informed that he did not receive my letter of 10th
September, and would like to enquire whether he received my letter
