Dear Foreign and Commonwealth Office,
I would like information about the APF. It was announced that the
fund is 110 million pounds, which is substantial amount of tax
payers money and as a member of the public i think it is right and
proper to get behind the dynamics about how this came about, whats
the aims are how will it be implemented, who will ultimately
benefit etc...
The information i require is as follows
1 - What are the immediate, medium and long terms plans for this
110 million funding,
a - what are the aims and objectives?
b - is there a plan / strategy, and is it for public consumption,
and if so can i have access to it? ?
c - how will the impact and outcomes be evaluated, is there a
framework in place, is it for public consumption and if so can i
have access to it?
d - who is responsible at Director and management level for the
fund, and what are the contact details of the person/s?
e - who are the main beneficiaries of the fund and how will it be
implemented?
2 - How and why was the decision to raise it from an initial 5m to
110m made?
a - by whom?
b - what consultation took place and amongst who?
c - is there any minutes, statements in parliament etc... is it for
public consumption and if so can i have access to it??
d - what was the rationale behind the raise?
e - which budget did it come from?
Essentially i want to know how ALL this came about and the
processes and decision making and dynamics behind it all. I find it
strange that such an amount of money suddenly came about!

that is WHEN will the extra £105M be available to bid for, is there
going tom be a second round? and what are the plans for each
country i.e. what amounts for each MENA country? I am particularly
interested in plans for Morocco and Egypt

Dear Ghizlane Heulla,
Thank you for your follow-up question on the Arab Partnership.
The UK is committing £110 million over four years to the Arab
Partnership. This includes the £40 million Arab Partnership Participation
Fund (APPF), which will work with reforming governments, parliaments,
civil society, and the media to support political reform: not just free
and fair elections but also stronger parliaments, civil society, media and
judiciaries. It also includes a £70 million DFID-led Economic Facility
(APEF), which will provide expert advice on economic reform to help
restore growth and tackle the problems that leave so many millions of
young people across the region out of a job. Working with the
International Financial Institutions, the APEF will help people acquire
the skills they need for employment, to tackle corruption, build
legitimate institutions and support governments to manage their public
finances in an efficient and open way.
We have not yet agreed individual country allocations, but Egypt will
remain a high priority for both the FCO-led Arab Partnership Participation
Fund and the £70 million Economic Facility led by DFID. Morocco will also
qualify for funding under both programmes.Â
The Arab Partnership Participation Fund programme strategy for 2012/13 and
information about the bidding and allocation process will be published on
the FCO website (www.fco.gov.uk/en/global-issues/mena/uk-arab-partnership)
by the end of December 2011.Â
