Dear Sir or Madam,

In relation to the savings of £1m Stated by Councillor Kieran
Clarke Portfolio holder for resources, and bearing in mind dealing
with Catering waste can be 3 times that of the present green
composting.

What is the approx cost on 15yr In-vessel contract is to be, per
year?

Why In Vessel and not anabolic digestion?

What is happening to the animal waste collected at present?

Your press release currently state amount of waste collected, but
does not break it down into recyclables and waste, or what the
previous system was producing?

Response to Ian Norris
The £1 million pound saving referred to in the enquiry and stated
in the report does not come from the processing cost of green waste
but from changes to the collection arrangements in moving to an
enhanced weekly co-mingled collection.
Cost
The City Council does not have a contract for In-Vessel. It is
currently out to tender.
Treatment Options
The In-Vessel system has been chosen because it can deal with the
three wastes of cardboard, kitchen waste and green materials.
Unclear what anabolic digestion is. If this is meant to be
Anaerobic Digestion then this system was rejected as it needs to be
carefully balanced in respect of temperature and controlled
conditions and does not deal with cardboard effectively.
Animal Wastes
The treatment of animal wastes has not changed. All animal waste
should be placed in the grey bin for energy recovery with the waste
from the dog bin collection being taken to deep landfill as
hazardous waste.

I have replied

The information commissioner is already investigating this matter, but they have a back log of around 3 months, you should hear from them soon.

The City Council have recently released information of £750,000 a year for in-vessel composting (City Councils Forward Plan), if this is correct it should have been made available to councillors setting this years budget and advising them when implementing a new collection process (which claimed to save £1 million, but with this cost could only save £250,000), and provided in my FOI request. Which Department did you contact and was not aware of this cost?

I’ll await information commissioner investigation.
