Dear Gravesham Borough Council,
Please refer to S89 (1) of the Environmental Protection Act 1990.
As you know you have a duty to keep your relevant roads and, in
your capacity as a principal litter authority, your relevant land
clear of litter and refuse.
Network Rail as a designated statutory undertaker has the same
responsibility for its relevant land.
I wish to know exactly where the boundary between your and Network
Rail's responsibilities lie as you approach Meopham Station along
Station Road.
Are you responsible for all the land (the road, pavements, verges
and parking bays) right up to the station building?
If not, at what point do your responsibilities finish and Network
Rail's commence?

Dear Mr Silverman
Thank you for your recent freedom of information request regarding the
maintenance of the area in front Meopham Station. Please see below our
response to your question.
As you know you have a duty to keep your relevant roads and, in your
capacity as a principal litter authority, your relevant land clear of
litter and refuse. Network Rail as a designated statutory undertaker has
the same responsibility for its relevant land. I wish to know exactly
where the boundary between your and Network Rail's responsibilities lie as
you approach Meopham Station along Station Road. Are you responsible for
all the land (the road, pavements, verges and parking bays) right up to
the station building? If not, at what point do your responsibilities
finish and Network Rail's commence?
I can confirm that the area immediately in front of Meopham Station is not
maintained by Gravesham Borough Council. The car park area and pavement
area outside the station comes under Network Rail whilst the council’s
responsibility starts adjacent to number 1 Station Road. I have attached
a plan which shows the location of the boundary. The area maintained by
the council is shaded in blue whilst the area shaded green is under
Network Rail maintenance.
If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to: Freedom of Information
Officer, Civic Centre, Windmill Street, Gravesend, Kent, DA12 1AU. Or
