Dear Mr Carter

I am writing about your Freedom of Information request of 30^th December
in which you asked for a large amount of detailed information around
Admissions. I have spoken to colleagues in our Admissions department and
they tell me that unfortunately the amount of information you have asked
for is such that it is likely to exceed the “appropriate limit” as set out
in section 12 of the Freedom of Information Act 2000. The Act allows us to
refuse where the costs (in terms of time spent) would exceed a limit which
is set at £450 and is calculated to be equivalent to 18 working hours.
The Information Commissioner (the watchdog for Freedom of Information) has
guidance on fees (“Using the fees regulations”) that explains this
[1]http://www.ico.gov.uk/for_organisations/....

If you are able to limit the amount of information you ask for so that it
falls within the appropriate limit then we will happily supply the data.
You could choose to resubmit a smaller number of questions, or restrict
how far back you want us to look for data. My Admissions colleagues
suggest that the items they could most easily provide for you within the
time limit would answer your questions 1a, 1d, 2a, 2d, h and i (although
only for those applicants who applied through UCAS), 3a, 3c, 4a and 4b.

I am told that we do not hold the data to answer some of your questions.
For 1g we don’t think we hold the data. For 3b and d we don’t keep this
data. Once an applicant who is holding our offer as an insurance offer is
rejected by their firm choice institution a UCAS transaction means our
database is updated to show that applicant as form with us, and we don’t
keep a record of their having held our offer initially as an insurance
offer. I am also told that we probably don’t hold the information to
answer question 4c.

Please have a think about resubmitting your query. You’re welcome to ring
me to discuss your options or we can talk it through via email. The limit
will include us looking to see if we have the data (e.g. for questions 1g
and 4c), as well as actually retrieving it. You should be aware that it’s
not an option to chop your request up into smaller parts and submit them
as several different requests. The Act allows us to aggregate such
requests, if they arrive within 60 working days of each other, which would
mean we could again hit the time limit. Of course, if you’re not in a
hurry to have this information then splitting it up and submitting request
over a period of time would be fine. If you can’t restrict your query then
I am afraid that we do just consider this to be a refusal to provide the
information you’ve request under section 12 of the Act.

I’m sorry to have to disappoint you but I hope that you will be able to
come up with an amended set of questions that we will be happy to answer
for you.

Regards

Sara
