Application of Civil Service recruitment principles to IBM David Young secondment?

Dear Met Office,

In a recent FOI response, the Met Office stated that they had
followed the Civil Service Management Code in the secondment of the
IBM employee David Young into the key Met Office Board role of
Chief Information Officer.

The Civil Service Management Code on secondment states:

"10.3.3 Secondment into the Civil Service must not conflict with
the Civil Service Commission’s Recruitment Principles
(http://www.civilservicecommission.org.uk)."

In the Civil Service Commission’s Recruitment Principles it states
that:

"Fair – means there is no bias in the assessment of candidates.
Selection processes must be objective, impartial and applied
consistently."

"Open - means that job opportunities must be advertised publicly
and potential candidates given reasonable access to information
about the job and its requirements, and about the selection
process."

NOTE: IBM is not simply "another Employer", but is a major supplier
of key IT hardware (supercomputer) and is also a key Technology
Partner.

Q1. How did David Young's recruitment into a 2-year secondment
position meet the Civil Service Commission’s Recruitment Principles
of Fairness & Openness?

Q2a. Was the 1 to 2-year position of Met Office CIO openly
advertised publicly? If so, please supply details.

Q2b. Was the CIO recruitment & selection process made available to
potential candidates? If so, please supply details.
