Dear Brighton & Hove City Council,

FREEDOM OF INFORMATION REQUEST

I am concerned about inconsistencies in decisions made by Parking
Services Officers in relation to appeals to Parking Charge Notices
on the grounds that “the penalty charge exceeded the amount
applicable in the circumstances of the case”.

Please provide the information below for the period 1st January
2011 to 31st December 2011.

1. How many PCNs were issued for each parking zone.

2. How many PCNs were issued for White Street, Brighton

3. How many PCN’s were appealed to the council in total.

4. Of the PCN’s issued in White Street how many were subject to
appeal.

5. Of the total appeals how many were on the grounds that “the
penalty charge exceeded the amount applicable in the circumstances
of the case”. Of these appeals how many claimed that a parking
ticket had not been properly affixed to the vehicle.

6. Of the total appeals for notices issued in White Street how many
were on the grounds that “the penalty charge exceeded the amount
applicable in the circumstances of the case”. Of these appeals how
many claimed that a parking ticket had not been properly affixed to
the vehicle.

7. In the case of 3, 6 and 7 above, how many appeals where upheld.

Our reports are run to cover each financial year, therefore the info we
are providing is from 01/04/10 – 01/04/11
