displayed on this website for the reasons it should be public
information ,public interest also I am dyslexic and might need

is both does the subject get moved around a passing of a bomb when
becomes to much for the neighbours is there a two year move around
policy ?

I regret I am unable to service your request in its present form, as I require further information from you.
I have received information from the Services who have asked for clarification on some of your questions as follows:
Q1: How many case's has Portsmouth City Council had of Anti-Social behaviour In the last ten years and in the last five years?
Please can you confirm if we are including additional Services to provide figures as well, including Environment and Public Protection for noise nuisance, clean city services for flytips etc as they are all ASB?
The time frame: FOI request is asking for 5-10 years of Information to be provided. However, with regard to some of the questions this would be difficult to produce, as systems and databases have changed over time.
To enable us to produce some of the Information, we would need the time frame reduced.
If you wish to telephone the office (on the number above) to talk through this clarification, I would be more than happy to discuss the matter with you.
The normal time limit for responding to a request for information, under the Freedom of Information Act is 20 working days from the day after it is received. Dear Indira Chudasama,
Thank you for your telephone enquiries to this office. I have now had the opportunity to review all 24 questions you have asked and the clarification provided.
The FOI Act requires that if a public authority holds the information in a recorded form then unless an exemption applies that information should be provided. One of the exemptions to the provision of information is if the cost of doing so would exceed 18 hours or £450 to locate, retrieve, extract the information. This is called the Appropriate Limit and Fees.
I will be providing a full and comprehensive response, but in the interim, I advise not all the information is held in a central system and would require each file to be retrieved and reviewed. For example questions 13 & 14 would require analysis of the complaints data base (containing over 8000 entries) and at a conservative estimate of 1 minute per entry this alone would take 133 hours easily exceeding the Appropriate Limit and Fees.
In the meantime PCC continues to service the request.

Dear FoI,
I work in a Jewellers and for insurance reason's there has to be
three of us on the premise's during opening time's
I can not just get time off ,especially when I have just had a week
off ,It's now my colleague turn for holiday which she is on and
when she gets back ,it's the other one's turn .
There's no cover when staff on Holiday .
No one ever dares to go sick when no cover.
We are a small business and depend on each other or the workload
becomes too much .
My day off is always on Tuesday and I am available until 11.15 am
then off, to lesson's for my Dyslexia, English and Math's , to
important to miss .
How about you come to Leigh Park Housing office? and uses the
bigger interview room, first on the left please ?
I do not drive.
I am inviting you also asking you to book the room,as have had
communications problems with LEIGH PARK HOUSING PHONES , you know
what I mean ?

Thank you for your request for information received on 6th September
2010, with clarification received on 20^th September 2010, and which was
considered under the Freedom of Information Act.
In accordance with FOIA Portsmouth City council confirms that it holds
some of the information.
As I explained in my email to you dated 28^th September 2010 that to
locate, retrieve and extract information to respond to all your 24
questions would exceed the Appropriate time limit. We re- visited this
when we met on the 12^th October where I also explained that if even the
whole request was broken down into individual requests the time limit
would still be exceeded.
Accordingly Portsmouth City Council is only able to provide information in
response to those questions where to do so does not exceed 18 hours. PCC
has engaged Freedom of Information exemption s12 - "where cost of
compliance exceeds appropriate limit".
I provide the following to help you understand the way information
relating to Anti social behaviour (ASB) is recorded by Portsmouth City
Council (PCC).
PCC does operate an ASB case management system which has the ability to
provide some reports. However the level of data being requested is not
captured by this system and would require bespoke enquiries and reports in
some cases this can only be done by the system supplier.
The current ASB Database was implemented in November 2006 so we can only
supply returns from that date. There is data in the database from before
that point but it was all `data-loaded' from another system and does not
necessarily contain all the info we need to enable us to report on. This
has been provided as part of answer to Q1.
In the email you sent to the Head of Service (Owen Buckwell) you request
information on behalf of other PCC tenants. PCC housing management meet
regularly with various resident groups and the resident consortium. The
Housing Manager, James Hill was recently involved in discussions with the
residents consortium about the Tenant Services Authorities push for an
annual report with performance information. The residents consortium have
defined what information they would like and it does not involve the level
of detail you are requesting.

Pleas about neighbour from hell were ignore

A watchdog has rapped Portsmouth City Council for ignoring a
resident's repeated pleas for help over a neighbour from hell.
Indira Chudasama, who has severe dyslexia, repeatedly complained
over five months to a Portsmouth City Council housing officer about
the problems she was having with a new neighbour - a deaf man with
learning difficulties - in Rushmere Walk, Leigh Park.
But not a single complaint was recorded by the housing officer and
Miss Chudasama's life was made a misery by her neighbour, who held
all-night parties with gangs of youths, had violent rows, and
screamed foul abuse at her after moving into the flat in July 2009.
The stress caused Miss Chudasama's hair to fall out and this was
compounded when she discovered that all reports to the council had
been ignored. Nothing happened until Havant MP David Willetts
stepped in and the neighbour was eventually moved in May.
Unhappy at the way the matter had been dealt with, Miss Chudasama
made an official complaint to the council and that was also handled
badly. Finally, in a last-ditch attempt to get to the bottom of
what went wrong, she complained to the Local Government Ombudsman,
who found the council guilty of maladministration.
Miss Chudasama, 42, a shop worker, said: 'I was absolutely
exhausted all the time. Because he did not work he could sleep all
day after the parties.
'I had to go to work. It was just awful. It reflects very badly on
the council and shows they are badly trained, disorganised and
simply don't care.'
The ombudsman has ruled there must be an internal review into the
matter and where the council places tenants with a history of
behavioural problems.
It must also review the way it corresponds with people with
dyslexia. An award of £200 compensation was turned down by Miss
Chudasama who said she simply wants lessons to be learned.
James Hill, housing manager at Portsmouth City Council, said: 'We
welcome the decision by the Local Government Ombudsman and fully
agree with their recommendations. We supplied much of the
information to the ombudsman, and identified to them where we felt
we'd gone wrong.
'Firstly, we are very sorry to Miss Chudasama, and have apologised
in person and in writing. We are sorry she felt she had to pursue
the complaint with the ombudsman, and agree there are lessons we
can learn from her case. A colleague and I will be objectively
reviewing the case, as we were not involved, and identifying where
we can improve in the future.
'We are also reviewing our policy on how we move tenants with
previous behavioural issues.'

If PCC cannot provide all the answers to your FOI requests, because of time/costs constraints; you can always come back and put in separate FOI requests for those items, but first ask for an internal review as they have a habit of using time/costs constraints to avoid answering questions that either might embarrass them or show them to be incompetent. you have my email address, if you need any help, do not hesitate to contact me.
