Dear Surrey Police,
Re: Your FOI No. 165-08-647
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of the Surrey Police's
handling of my FOI request 'Anthrax or White Powder Hoaxes using
the Mails in 2003'.
This request deals with a series of hoax anthrax threats, at least
one of which was against the Surrey Advertiser Newspaper and
reported therein.
The grounds for refusal treat a hoax by a domestic source as a full
blown terrorism case by Al Qaeda. The exception invoked therefore
are not applicable and while some information may be privileged -
likely much information is not.
Additionally a related US case was declassified by Court order.
A full history of my FOI request and all correspondence is
available on the Internet at this address:

Re: Your No. 165-08-647
I also wish to pass the following supplemental information onto the
Internal Review Committee.
Part of the information sought involves the Surrey Advertiser
Newspaper which published a brief story in 2003 about the incident
in which the Surrey Advertiser was one of the victims.
I am attorney and solicitor for Mr. PK who believes he was a
suspect and/or victim and waives any confidentiality.
Further the details of the event is remote in time and with proper
redactions can be released to the public without compromising
police operations or privacy.
It is unclear if the investigation is ongoing but release of
limited information over 7 years later would not harm but rather
help an apparent cold case.
Yours sincerely,
Dr. Jonathan Levy
