Dear Bristol City Council,
Could you inform me of the precautions taken by the council when
dealing with FOI requests.
I would particularly like to know why people can use pseudonyms to
gain information about the council, it's officers and any dealings
those officers have with members of the public, and the business
sector.
It appears possible that one person, or a group of people could
delay the normal workings of a council department with persistent
FOI requests using false details.
Please inform me of the measures the council take to prevent the
misuse of the FOI process.

Dear Mr Lane,
Thank you for your request, a copy of which is enclosed below. I
apologise for the delay in our response. I can confirm that the
information requested is not held. We have not in the past had a system
to check the identity of requesters but have now implemented a system to
randomly seek proof of identity. Please see our website at:

The Information Commissioner's guidance on valid requests under S8 of the
Act identifies what personal information the requester must submit for a
request to be valid. If a correct name and address is not supplied, the
applicant would have no rights under S50 of the Act to appeal any decision
to the Information Commissioner.

Thank you for answering my request.
Hopefully the implementation of this new system will deter some
people from using obvious pseudonyms, (such as S Waters), when
making FOI requests, or when making requests for an internal
review.
