Dear Hackney Borough Council,
I am interested in the amounts paid by each school in Hackney
Borough Council to third parties in relation to temporary staffing
cover. My hope is to receive an electronic breakdown of amounts
paid through the department's purchase ledger by school.
Notes:
1. I would like the information in electronic format. This should
avoid any printing cost issues.
2. In order to avoid your having to collate information from
peripheral systems, I am willing to accept information only from
your main system (I would like you to advise which system this is).
By main system I mean the system that handles the largest part of
the department's expenditure. If supplier payments are made through
separate systems, then I would like you to choose the main system
for each.
3. The information I require for each school is: School Name;
Supplier name and total amount paid.
4. I would like the information to cover the year 2009/10.

Dear Paul,
Freedom of Information Request
Thank you for your email dated 18 August 2010 which London Borough of
Hackney has forwarded to The Learning Trust on 23 August 2010. I
acknowledge receipt of your request for information. I should firstly
point out that The Learning Trust is not a "public authority" under the
terms of the Freedom of Information Act 2000 ("the Act").
The Learning Trust is a private company limited by guarantee which carries
out the majority of the functions of Hackney Council as a Local Education
Authority under a Contract entered into pursuant to a Direction of the
Secretary of State dated 31 July 2002.
The Learning Trust was incorporated in May 2002 for the sole purpose of
carrying out the functions transferred pursuant to that Direction from 1
August 2002. There is a power under Section 5 of the Act for the
Secretary of State to designate a company such as The Learning Trust as a
public authority but to date that power has not been exercised in respect
of The Learning Trust.
Consequently, The Learning Trust is not bound by the provisions of the
Freedom of Information Act. However as a body exercising public functions
The Learning Trust is committed to doing so openly and transparently. The
Learning Trust has developed a policy which, so far as its constitution
allows, complies with the provisions of the Act.
With regard to your request on school expenditure for temporary staffing
cover we have compiled a list of all Hackney schools and how much they
spent on temporary staffing cover in 2009/10. Please note we do not hold
information on the suppliers used by each individual school.
