Dear Education Leeds Limited,

I am interested in the amounts paid by each school in Leeds LEA to
third parties in relation to temporary agency staffing
cover. My hope is to receive an electronic breakdown of amounts
paid through the department's purchase ledger by school.
Notes:
1. I would like the information in electronic format. This should
avoid any printing cost issues.
2. In order to avoid your having to collate information from
peripheral systems, I am willing to accept information only from
your main system (I would like you to advise which system this is).
By main system I mean the system that handles the largest part of
the department's expenditure. If supplier payments are made through
separate systems, then I would like you to choose the main system
for each.
3. The information I require for each school is: School Name;
Supplier name and total amount paid.
4. I would like the information to cover the year 2009/10

Dear Ms McBurney

I refer to the above and your email dated 7 September, regarding temporary
school staff, the content of which has been noted.

Your request is governed by the Freedom of Information Act 2000 and has
been passed to me to deal with on this basis. At this stage it is too
early for us to confirm whether or not we hold the information you have
requested. However, we will inform you of the outcome of our deliberations
as soon as possible. In any event, we will ensure that you either receive
the information or an explanation as to why this will not be provided by
no later than 5 October. This will be twenty working days from receipt of
your request, as set out under Section 10 of the above Act.

Depending on the estimated amount of time involved in locating and
retrieving the information we may have to refuse your request. This will
only arise if the total estimated cost of dealing with the above exceeds
the limit set by the government (£450 or 18 hours). I will inform you of
our decision when I write to you next.

Dear Ms McBurney

I refer to the above and your email dated 7 September. I have contacted
the relevant services and now provide the following response to your
request for information relating to temporary staffing cover.

Please find attached a spreadsheet which confirms the amount paid for
temporary staffing cover by Leeds schools for 2009/10. This includes the
name of the school, the name of the company and the amounts paid. Please
note where we have paid a person instead of a company the description
states `individual'. This data has been extracted from a system called FMS
Leeds.

Temporary staff cover represents only a very small fraction of the overall
staffing costs for Leeds schools. Where costs are high, this may be due to
additional difficulties around provision for children with complex needs
(such as lower adult to child ratios, preventing the spread of infection
with illnesses, and requirements around pregnant members of staff) and the
difficulties of recruiting to posts with a particular specialism or
part-way through an academic year.

I hope this information is useful to you, however if you are dissatisfied
with this response then you have a right to appeal to an independent
officer within Education Leeds. On appeal, your request will be
re-examined and an assessment made as to whether the requirements of the
Act have been adhered to. Should you wish to follow this course of action
then please address your concerns in writing to Moin Patel, Knowledge and
Technology Team, 10th Floor East, Merrion House, Leeds, LS2 8DT or by

You also have a right under Section 50 of the Freedom of Information Act
to ask the Information Commissioner to take a decision as to whether we
