Annual Letters

Stuart Hardwicke CARRUTHERS made this Freedom of Information request to Local Government Ombudsmen

The request was refused by Local Government Ombudsmen.

From: Stuart Hardwicke CARRUTHERS

8 March 2010

Dear Local Government Ombudsmen,

In your 2009 annual letters to Council's you stated:

"The Local Government and Public Involvement in Health Act 2007
made provision for the LGO to publish statements of reasons
relating to the individual decisions of an Ombudsman following the
investigation of a complaint. The Ombudsmen are now consulting
local government on their
proposal to use statements of reasons. The proposal is that these
will comprise a short summary (about one page of A4) of the
complaint, the investigation, the findings and the recommended
remedy. The statement, naming the council but not the complainant,
would usually be published on
our website.

We plan to consult local authorities on the detail of these
statements with a view to implementing them from October 2009."

Please provide details of the results of the consultation. Please
further identify and provide all documentation identifying why the
LGO has failed to meet its commitment to publish statement of
reasons by October 2009, and details of any documents identifying
when this service is to go live.

Yours faithfully,

Stuart Hardwicke CARRUTHERS

Dear Local Government Ombudsmen,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Local Government
Ombudsmen's handling of my FOI request 'Annual Letters'.

The Report you refer to was produced by Jackie Feeney an employee
of the CLAE.

The commitment I refer to is the identification by the Ombudsmen
personally in their annual letters.

Please supply the information and conduct a review into both the
publication scheme. The LGO's have stated that the information
should be available, as well as the handling of the request.

A full history of my FOI request and all correspondence is
available on the Internet at this address:

Yours faithfully,

Stuart Hardwicke CARRUTHERS
