Dear Mr Keenan,
Thank you for your e-mail. In order to allocate your request to the most
appropriate part of the Department I need to know the type of data sets
that you are interested in receiving information about.
The Department for Transport is made up of a central department and seven
executive agencies as follows:
Highways Agency
Driver & Vehicle Licensing Agency
Driving Standards Agency
Vehicle & Operator Services Agency
Maritime & Coastguard Agency
Vehicle Certification Agency
Government Car & Despatch Agency
We cover all transport areas including: roads, rail, aviation and
maritime. Several parts of the department including our agencies may
receive information from local authorities. If you can provide as much
information as possible on the specific type of data sets it will help in
identifying the most appropriate part of the department to handle your
request. Otherwise it is likely that we will have to refuse on cost
grounds as to determine, locate, retrieve and extract this information for
the whole department would exceed the FOI cost limit of -L-600.

Hello Ivan
I have made separate requests to the Highways Agency, Driver &
Vehicle Licensing Agency, Driving Standards Agency, Vehicle &
Operator Services Agency, & Vehicle Certification Agency.
My reason for askinf for a list of data sets is because I then want
to know which type of data set to request.
This makes this a Catch-22 loop where I don't know what to ask for
but need to know what to ask for.
Do you have any options for me?

Dear Mr Keenan,
One option might be for you to submit your request direct to Hackney
Council and withdraw your request from us?
If you've already done that and still want this department to provide a
substantive response we will be pleased to do so but bear in mind my
earlier comments about possibly exceeding the -L-600 FOI cost limit. You
should also be aware that for FOI purposes the central department and our
seven agencies are considered one public authority therefore although you
submitted separate requests to five of them you will in fact receive one
substantive response from me to cover them as well.
Please let me know how you wish to proceed.

Hello Ivan
Yep, this request is on the tails of the same to Hackney LBC. I am
surprised that the Agencies are considered one authority for the
purposes of FOI requests when, local authorities, police
authorities, branches of the armed services, as similar examples
are not. If these six separate requests to the central department
and its agencies do break the cost limit then do simply disregard
this request to publicly scrutinise the substantive lists of
compiled data set returns.
