Animal testing funded by cosmetics companies

Dr. Geraint Bevan made this Freedom of Information request to University of Oxford

The request was partially successful.

From: Dr. Geraint Bevan

26 January 2009

Dear Sir or Madam,

I should be grateful if you would provide me with details of
research involving animal testing undertaken at the University of
Oxford, funded wholly or in part by cosmetics companies, for each
year since 1997.

Specifically, I would like to know 1) the year in which a licence
from the Home Office was obtained, 2) the project aims and 3) the
expected benefits associated with each project.

If the cost of providing this information would be prohibitive, I
am most interested in more recent years, so please adjust the
cut-off date if necessary.

Yours faithfully,

Dr. Geraint Bevan

Dear Dr Bevan,
Thank you for your request for information under the Freedom of
Information Act.

Our research funding database does not categorise companies according to
their field of activity i.e. `cosmetics', `power engineering', etc.
However, we can identify funding from named companies. To enable us to
search for the information that you require, we would be grateful if you
would send us a list of the companies in which you are interested.

Under section 1(3) of the Freedom of Information Act, a public authority
is not required to comply with a request unless it receives any further
information that it reasonably requires in order to identify the
information requested. If we do not receive the clarification requested
above within three months, your request will be considered to have
lapsed.

We look forward to hearing from you.

Yours sincerely

Dear Sir/Madam,

thank you for your reply. Please find below a list of cosmetics
companies in which I am interested.

I realise that the list is very long. If you were to supply me with
a list of all the companies that sponsor animal testing at the
university, then I could perform an automated matching routine to
quickly narrow this list down to a much smaller intersection of the
two lists. However, I fully understand why you might not wish to
publish such a list.

Sincerely,

Dr. Geraint Bevan

Dear Dr Bevan,

Thank you for your request.

We have checked our database against the 201 companies listed in your
e-mail of 5 February. None sponsored research requiring the grant of Home
Office licences for the use of animals in scientific research. This
represents the position since August 2005, when the current database was
introduced.

Your e-mail of 26 January asked for information since 1997, but indicated
that a more recent start date would be acceptable if the cost were
prohibitive. We can still access our previous database but extracting
information from it requires considerably more time and effort than our
present system. We estimate that the cost of searching records prior to
August 2005 would exceed £450, which is the appropriate limit specified in
the Freedom of Information and Data Protection (Appropriate Limit and
Fees) Regulations 2004.

If you are not content with this reply, you may ask for a review by
writing to the Registrar at the following address, stating when and to
