Dear Prime Minister's Office,

I would to see both paper and electronic records of the discussions
that took place around the appointment Andy Coulson as Director of
Communications.

In particular I would like to see all documentation relating to his
status - on what terms he is employed, who pays him etc.

If he is paid by and external body like the Conservative Party, for
example, I would like to know who he reports too in Number 10 and
who he is accountable too. I'd like to know whether he has signed
the Special Advisers Code of Conduct and what date he signed it.
I'd like to know whether he is cleared to see sensitive documents
and, if he is, what level security clearance he is given. Can he
see "top secret" documents, for example?

I'd like to see and memoranda or emails that discussed how Mr
Coulson might be employed, in particular between the Cabinet Office
and Number 10.

In line with the recent publication of senior civil servants
salaries, I'd like to know how much he is paid.

Finally, I'd like to see copies of any legal advice (that is not
legally Privileged) in respect of Mr Coulson's status.

I understand that under the act, I should be entitled to a response
within 20 working days of your receipt of this email.

Some parts of this request may be easier to answer than others, and
should this prove to be the case I would ask that you release
available data as soon as possible rather than hold up the entire
request.

I would prefer to receive this information electronically. If the
decision is made to withhold some of this data using exemptions in
Act, please inform me of that fact and cite the exemptions used.

If you need any clarification then please contact me at the number
below or via email. Under your section 16 duty to provide advice
and assistance I would expect you to contact me if you find this
request unmanageable in any way.

I would be grateful if you could confirm that you have received
this request, and I look forward to hearing from you in the near
future.

Richard Taylor left an annotation ( 8 June 2010)

At Treasury questions in the House of Commons on the 8th of June 2010 Tom Watson MP asked:

"Is Andy Coulson a consultant? How much is he paying him?"

Despite the chancellor being available to respond; Danny Alexander replied on behalf of the Government saying:

"He works at number ten and I will give the Hon gentleman a full response if he wants it".
