Dear Richmond upon Thames Borough Council,
I am writing to find out more about the planning that went into the
proposals for chanigng Richmond station, and the resulting
consultation.

Specifically, I'd like to know the following:
1. When analysing the groups who use Richmond station, by transport
type, what is the breakdown? (For example, how many people walk
there, how many take taxis, how many take buses, how many are
driven?)
1a. How does the breakdown of the consultation match the station
usage? (For example, were most of the responses filled in by taxi
drivers or people who drive to the station)?
2. How many people cross the road to get to Richmond station each
day? Specifically at the zebra crossing, but also at other
crossings. (If full data is expensive, peak hours usage is
acceptable.)
3. What analysis was done to examine the impact on pedestrians of
removing the zebra crossing and replacing it with a pelican
crossing?
3a. Specifically, how long must people wait to cross the zebra
crossing v. a controlled crossing?
3b. What impact will this have, particularly at peak times, on the
surrounding pedestrian areas? Including, how many people need to be
waiting at the controlled crossing for the pavement to become
impassable to others? How many people can cross in the allotted
time, and therefore how likely is it that pedestrians may have to
wait for more than one light sequence?
4. What analysis was done of people cycling to Richmond station?
What analysis was done to establish how much cycle parking is
required? What analysis was done to suggest where that parking
might be located?
5. What will be the net effect on vehicle traffic through the area
of options 1 and option 2? Specifically, how long will a bus
journey take over given sections now and in the future? How long
will a journey take in a motor car?

elements prove expensive to collect, it is acceptable to focus on
gathering data related to peak usage.

Richmond Council does not hold this information. Number of bus passengers
boarding and alighting at the stops may be obtainable from London Buses.
1a. How does the breakdown of the consultation match the station
usage? (For example, were most of the responses filled in by taxi
drivers or people who drive to the station)?
This information was not collected as part of the consultation.
2. How many people cross the road to get to Richmond station each
day? Specifically at the zebra crossing, but also at other
crossings. (If full data is expensive, peak hours usage is
acceptable.)

that you will receive when I receive your postal address.
3. What analysis was done to examine the impact on pedestrians of
removing the zebra crossing and replacing it with a pelican
crossing?
Please refer to the file `Pedestrian Counts 21/05/05)' on the CD that you
will receive when I receive your postal address. While it appears that a
crossing at the point shown in Option 1 may serve a greater number of
pedestrians (based of the pedestrian flow data), this is not possible
while retaining access vehicular access to the station forecourt. It is
reasonable to expect that pedestrians will divert to a near-by facility to
enable them to cross safely.
3a. Specifically, how long must people wait to cross the zebra
crossing v. a controlled crossing?

TIA Report' on the CD that you will receive when I receive your postal
address.
3b. What impact will this have, particularly at peak times, on the
surrounding pedestrian areas? Including, how many people need to be

I have made enquiries with our IT department and it is not possible for
us to send via our e-mail system attachments over the 5MB in size.
The IT department has suggested that the only way of sending this amount
of data electronically is to use an online file transfer site such as
egress. However you will need to register with the site as you will need
log in credentials. If you would like to receive the information in this

Alternatively, as already explained I can send you by post a CD of the
information if you provide me with your postal address.
Please note that section 11 of the FOI Act provides that the public
authority shall so far as reasonably practicable give effect to the
preference of communication. We have endeavoured to send the relevant
