Response to this request is long overdue. By law, under all circumstances, Department of Energy and Climate Change should have responded by now (details). You can complain by requesting an internal review.

Dear Department of Energy and Climate Change,
I am interested in financial expenditure at DECC. In essence I
would like a summary of amounts paid out by DECC per annum, per
supplier.
By way of clarification:
1. I want the information in electronic format.
2. I require only the total paid per supplier.
3. I would like to include amounts paid as grants as well as for
goods and services supplied.
4. I only require information from the main DECC system -
peripheral systems can be ignored.
5. I would like information for the most recent full financial year
if possible. Otherwise an earlier year would be acceptable.
6. For each supplier I require the following information - Name,
postcode, amount paid.

Dear Mr Irving
Thank you for your email of 7 June 2010 in which you requested a summary
of amounts paid out by DECC per annum, per supplier.
We do hold information falling within the terms of your request, however
we need more time to consider your request.
I wish to advise you that the following exemptions apply to the
information you have requested:
Section 43 Commercial Interests
By virtue of section 10 (3), where public authorities have to consider the
balance of the public interest in relation to a request, they do not have
to comply with the request until such time as is reasonable in the
circumstances.
Department of Energy and Climate Change (DECC) has not yet reached a
decision on the balance of the public interest. Due to the need to
consider, in all the circumstances of the case, where the balance of the
public interest lies in relation to the information that you have
requested, DECC will not be able to respond to your request in full within
20 working days.
I hope to let you have a response by 2 August 2010.
If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to: [1][email address]
Please remember to quote the reference number above in any future
communications.
If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
