Dear Sir/Madam

I am replying to your request for information of 28 November 2011 below concerning expenditure on food.

The Department has noticed that your request bears similarities to requests for information made to the Department in the name of "Derek Tickles". We consider that your request may be submitted by or on behalf of the same person.

The Department will not, therefore, proceed to consider your request until you are able to provide authentic identification which verifies who you are, for example an original utility bill (not a photocopy or scanned version) showing your full name and postal address or a photocopy of your driving licence or passport. On receipt of such evidence, the Department will progress your request and will of course be happy to return any hardcopy documentation to you without keeping a copy on file.

I apologise in advance for any inconvenience that providing proof of identity may cause you.

If you are unhappy with this decision, and object to providing proof that you are using your real name, you can appeal to the Information Commissioner, who oversees compliance with the Freedom of Information Act 2000. Details of what you need to do, should you wish to pursue this course of action, are available from the Information Commissioner's website http://www.ico.gov.uk/.

previous correspondence? Please also give justification for
accusing me of being someone I am not; what do you deem to be the
similarities, if they are not obvious in the text of the FOI
request (e.g. if another user has copied and pasted a part or the
whole of my message, for example)?

Dear Sir/Madam

Thank you for your e-mail of 21 December below.

The Department has previously found it necessary to seek identity clarification where an applicant has made a request for information using the name "Mr Jones" and where the request has been a repeat of a request previously made using the name "Derek Tickles". Also, the Department has previously refused as formally vexatious, based in part on the wording and apparently frivolous nature, a number of requests made in the name of "Derek Tickles" for information concerning Ministers.

The Department takes the view that your request bears sufficient similarity to such requests, based on these criteria, that confirmation of identity is reasonably required. If you consider that the Department's request for such confirmation is unreasonable then of course you may, as indicated in my previous e-mail, appeal to the Information Commissioner.
