Dear UK Border Agency,
I would like to request how much the UKBA made from non-EEA
students applying for tier 4 visas to universities in Wales since
the introduction of the point based system in 2009. I should prefer
this information on a year by year basis.
I would also like to know how many non-EEA students came to
universities in Wales since the changes (i.e from 2009 - 2011). For
comparative reasons, I would appreciate information on the number
of non-EEA students that came to Welsh universities 3 years prior
(i.e. from 2005-2008) to the introduction of the tier 4 point based
system.
If the information requested contains sections of confidential
information, please blank out or remove these sections, and mark
clearly that they have been removed.

Dear Bibiana,
Further to your below request. Section 1(3) of the Freedom of
Information Act provides that a public authority need not comply with a
request for information unless any further information reasonably
required to identify and locate the information is supplied. I am
unclear about the exact scope of the information in which you are
interested. To ensure that we provide you with the right information,
please could you clarify your request, so that we can process your
request.
Firstly, could you confirm whether you mean applications made both
abroad and incountry. However, although the UK Border Agency holds
information on the number of applications made abroad it would not be
possible to identify whether the applicant was studying at a Welsh
University.
For in country applications it is possible to provide the number of
Confirmations of Acceptance for Studies (CAS) issued by Universities to
migrants from 2010 onwards. However, a CAS allows the migrant to apply
for LTR but is not proof that the migrant has taken up the course. We
would not be able to identify universities by area so you would need to
provide the names of the universities you required.
However, it is not possible to provide information on the number of
students studying at Welsh Universities prior or after 2009 as this
information would be held on individual files and to locate the
information would require checking all student files manually, which
because of the numbers is not possible. Finally, it does appear from
initial searches that it is possible to answer your specific question
concerning application fees received from migrants studying at specific
universities.
When you provide this information we will aim to send you a full
response to your request within twenty working days of its receipt. I
look forward to hearing from you shortly. However, please note that if I
do not receive appropriate clarification of your request within three
months from the date of this letter, I will consider this request to be
closed.
