Dear Ms Gibson,
Thank you for your Freedom of Information Request where you asked for
information about staffing in secondary schools.
From our preliminary assessment, it is clear that we will not be able to
answer your request without further clarification.
Specifically, I need to know what you mean by `cover supervisors'. Does
this mean lunchtime cover?
Once you have clarified your request, I will be able to begin to process
it. If I do not receive clarification within three months your request
will be considered to have lapsed. (Under section 1(3) of the Freedom of
Information Act (FOIA), a public authority need not comply with a request
unless any further information reasonably required to locate the
information is supplied).

Dear Sue Paddick,
A cover supervisor is likely to be used for short-term absences of
a teacher. These might be known in advance (for example, where a
teacher has a medical appointment or is undergoing professional
development) or unexpected (for example, absence due to illness.
On a daily basis, cover supervision is more than likely to include:
■Supervising work that has been set in accordance with the school
policy
■Managing the behavior of pupils whilst they are undertaking this
work to ensure a constructive environment;
■Responding to any questions from pupils about process and
procedures;
■Dealing with any immediate problems or emergencies according to
the school’s policies and procedures;
■Collecting any completed work after the lesson and returning it to
the appropriate teacher
■Reporting back as appropriate using the school’s agreed referral
procedures on the behavior of pupils during the class, and any
issues arising.
However, schools may wish to employ staff for cover supervision but
on occasions where they are not needed for cover, they might also
be released to provide additional support to teachers in
classrooms, or to carry out administrative tasks for example.

Dear Louise,
Thank you for your recent Freedom of Information request concerning how
many cover supervisors are employed in Somerset secondary schools and for
the further clarification you subsequently sent. I regret to say that the
County Council does not hold the information you are seeking.
As you may be aware, schools manage their own budgets and although the
County Council administers the schools' payroll, it doesn't have a record
of how and when `cover supervisors' are employed in individual schools.
This is also complicated by the fact that higher level teaching assistants
may be used in different capacities throughout the school day and so to
tease out individual staff costs due to `cover supervision' would be
difficult.
This information may of course be available from the secondary schools
themselves and the following website will give you their contact details,
should you wish to pursue your question with them directly:

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
