Dear Brighton & Hove Council,
Can you tell me if the new American Express Community Stadium has
complied with BS8300:2009 building regulations guidance in
considering installing a 'Changing Places' facility on the new
site?
If such a facility is not to be included in the new build, were
reasons given for not following the guidance, or was there an
oversight on behalf of the Council which allowed this to occur
unchecked ?

Regarding your request for information under the Freedom of Information
Act 2000: Ref: foi/486/10
"Can you tell me if the new American Express Community Stadium has
complied with BS8300:2009 building regulations guidance in
considering installing a 'Changing Places' facility on the new
site?
If such a facility is not to be included in the new build, were
reasons given for not following the guidance, or was there an
oversight on behalf of the Council which allowed this to occur
unchecked ?"
Please find set out below the information in response to the above
request:
"The new community Stadium does not include a "changing places" facility.
The Building Regulations do not require that such a facility be provided
albeit any facilities specifically cited in the approved document, i.e. wc
accommodation should be accessible to everyone. The application for this
development was submitted early in 2009 under the Building Regulations in
force at that time namely Approved Document M 2004 edition which has not
been amended. This document cites BS8300: 2001 as offering alternative
approaches to compliance but acknowledges that following the guidance in
AD M will satisfy the Building Regulations."
