Amendment of University Charter/Appointment of Jon Corner
Damien Shannon made this Freedom of Information request to University of Salford
The request was refused by University of Salford.
From: Damien Shannon
3 August 2010
Dear University of Salford,
I make reference here to the contents of the most recent minutes of
University Council, in which an amendment to the University Charter
has been approved by Council subject to the approval of the Privy
Council. Specifically, I make reference to the following amendment:
'To insert a new paragraph 5 which states:
"The University may, and may only, confer benefits on members of
the Council if the benefit has been authorised by the Council in
accordance with the Ordinances. In this clause "benefit" includes:
a) Buying any goods or services from the University;
b) Selling goods, services or any interest in land to the
University;
c) Being employed by, or receiving any remuneration from the
University;
d) Receiving any other financial benefit from the University"'
My questions are thus:
1) Has the Privy Council approved these amendments? If so, on what
date did they approve them?
2) Was the appointment of Mr Jon Corner as the new Director of
MediaCityUK - and I note Mr Corner was and still is a member of
University Council - approved prior to the approval of the amended
charter by the Privy Council or after?
3) If it was approved prior (assuming the amendments have even been
approved), please clarify whether or not the University was in
breech of its own charter in appointing Jon Corner to this role.
4) Please clarify who was involved in the appointment of Jon Corner
to his current position as the University's Director at
MediaCityUK.
Yours faithfully,
Damien Shannon

Dear MR Stephenson,
No need to contact the ICO. I'll make a Public Interest Disclosure
to HEFCE and instruct them to investigate this.

Dear University of Salford,
No need to make a public interest disclosure even!
I have acquired the minutes of the Privy Council's meetings, and
the amendments to the University's Charter were not approved until
21st July 2010.
Mr Corner's appointment was announced by the University on 12 July.
It would appear the University may well have breeched the terms of
their own governing document.
I shall be communicating this information to HEFCE and the Charity
Commission.
Yours faithfully,
Damien Shannon
