Dear Bradford City Council,
re:- The request of a Mr A Rowley on the 3rd November 2010
and your answer/ or part of it
"Within this context the Council has no firm plans formulated at
present", regarding the land opposite poplar Crescent, canal road.
You will be aware that a piece of this land had been used by
allotment holders.
These allotment's have dwindled over time, the main cause being
contamination, so it is led to believe.
I would like to request the report on the contamination of this
piece of land and subsequently all copies of official paperwork
that was sent out to allotment holders, informing them of the
contamination issues.
I would also like copies of original paperwork that led to the
discovery of contamination.

please supply the Secretary of State's letter of consent to the
disposal of Frizinghall Allotments under the provision of Section 8
of the Allotments Act 1925 and the Sec. of State's Assessment
Criteria and Procedure for dealing with applications for such
consent.

Dear Mr Rooks
I am writing regarding your request for information, which I received
on 16th March 2011. In that request, you asked us for the report on
the contamination of this piece of land, and subsequently all copies of
official paperwork that was sent out to all allotment holders, informing
them of the contamination issues. You also requested copies of original
paperwork that led to the discovery of the contamination.
I can confirm that the Council holds information falling within the
description specified in your request. However, we estimate that the cost
of complying with your request would exceed the appropriate limit of
£450. The appropriate limit has been specified in regulations and for
local Government it is set at £450. This represents the estimated cost
of one person spending 18 hours in determining whether the Council holds
the information, and locating, retrieving and extracting the information.
Under section 12 of the Freedom of Information Act the Council is not
obliged to comply with your request and we will not be processing your
request further.
If you were to make a new request for a more narrow category of
information, it may be that we could comply with that request within the
appropriate limit, although I cannot guarantee that this will be the case,
and it may help if I outline some possible ways of narrowing your request.
1) it may be possible for you to make an appointment to visit the office
and view the report documents
2) one single copy of the standard letters which were sent to the
allotment holders
If you have any queries about this letter or wish to discuss any of the
above, please contact me. Please remember to quote any reference number
you have been given in any future communications.
