Dear West Berkshire Council,

1. A campaign to vilify Graham Badman, author of a report into
home education.

2. A campaign to inundate the DCSF with Freedom of Information
requests.

Recent comments by a senior official in the DCSF suggested that
these alleged campaigns might have spread to include local
authorities.

I would like you to provide me with the following information.

First, please confirm whether or not you have observed these
alleged campaigns.

Second, please confirm whether or not you have exchanged any
correspondence with the DCSF regarding these alleged campaigns.

Finally, if you have exchanged correspondence with the DCSF on
this issue then please provide me with copies of that
correspondence.

Dear Mr Gregory,

A request under the Freedom of Information Act 2000 requires a public
authority to advise the requester whether they hold the requested
recorded information, and if so to supply this.

A request to know if the Council is aware of a campaign is not a request
under the Act. I can enquire whether the Education Service has exchanged
any correspondence with the DCSF regarding home education, and see what
information is held and can be supplied.

Dear Mr Gregory,

I have now discussed your request with staff in the Education Service.
You have asked:

Whether the Council has observed alleged campaigns against Graham
Badman, or against the DCSF.
We had several requests for information about the Badman Report after it
came out. Media interest usually triggers increased requests, and this
was nowhere near the number of requests we have received about RIPA (for
example).

Whether the Council has received any correspondence from the DCSF about
any alleged campaigns.
No. The only correspondence in respect of home education was the actual
consultation questionnaire.
