by any means, to any and all Charitable Organisations/and or
Charity during the last three(3) years, by any department or
committee or other authorised body or individual within Kent County
Council and for what purpose.

Dear Mr Rossiter

Thank you for your request for information about payments made to
charitable organisations.

Kent County Council is a very large authority; our employee headcount is
over 44,000. KCC is split into five directorates, each with their own
devolved powers and financial management so consequently, very few records
are centralised making our ability to answer authority-wide requests for
information very difficult within the appropriate limit.

KCC does not have a specific account code within our financial database
(ORACLE) for this type of expenditure and as KCC makes hundreds of
thousands of payments each year to thousands of organisations and
individuals, it would take well in excess of the appropriate limit of
£450 (equivalent to 18 hours @ £25 per hour) to extrapolate this
information as a series of reports would have to be generated on payments
made per month sorted by organisation name and then every transaction,
even those to well-known charities, would have to be analysed to ascertain
what the payment was for. Therefore, under section 12 of the Freedom of
Information Act 2000, the Council is not obliged to comply with your
request.

However, KCC does appreciate it has a duty to advise and assist under
section 16 FOIA, and as we can quite easily generate a report on payments
made to a specific organisation or individual for a given period of
time, if there was a particular charity or trust you are interested in,
please let us know and we will be happy to revisit your request.

If you are unhappy with this response, and believe KCC has not complied
with legislation, please ask for a review by following our complaints

Apparently, because of the number of employees and number of 'Directorates' and the fact that KKC's financial record system(Oracle) does NOT have a 'code' for 'Payments to Charity etc', they are not willing to give the information: It would cost more than is allowable. Also, it is interesting to note the 'title' of the person who replied - Corporate Access to Information Coordinator - Caroline Dodge. When did I become a corporation - or does this refer to KKC BEING a 'Corporation'?

I think you will find the term 'corporate' in Ms Dodge's job title refers to the fact that she works for the central part of the organisation, as opposed to a specific directorate.
