Dear Sir or Madam,

Under the Freedom of Information Act please can you provide me with
any documents or communications made between the Scotland Office,
the Foreign and Commonwealth Office, and the Scottish Executive
over First Minister Alex Salmonds recent visit to the United States
of America.

The Scotland Act which created the role of First Minister made
clear that International relations and foreign affairs remain a
reserved matter. Has the Scotland Office which is responsible for
defending the Scotland Act and devolution tried to remind Mr
Salmond that he is not the president of Scotland and when he goes
abroad spreading his separatist agenda he should not be using his
position as First Minister for such a task. Has the First Minister
violated any rules by his recent actions?

Finally please inform me under the Freedom of Information Act if
there was any official from the Scotland Office at the meeting
between First Minister Alex Salmond and the United States Secretary
of State Hillary Clinton. And if the Scotland Office was involved
in arranging the meeting.

Thank you for your email of 27 February.

You asked for the following information under the Freedom of Information Act 2000:

(1) Under the Freedom of Information Act please can you provide me with any documents or communications made between the Scotland Office, the Foreign and Commonwealth Office, and the Scottish Executive over First Minister Alex Salmond's recent visit to the United States of America.
(2) Please inform me under the Freedom of Information Act if there was any official from the Scotland Office at the meeting between First Minister Alex Salmond and the United States Secretary of State Hillary Clinton. And if the Scotland Office was involved in arranging the meeting.

I am writing to advise you that we have searched our records and taken all reasonable steps to locate the information asked for. So far as we are able to determine, the Scotland Office does not hold the information requested. I can also inform you that no official from the Scotland office was present during the meeting between the First Minister and the US Secretary of State and that the Scotland Office was not involved in arranging the meeting.

Under the Scotland Act 1998 international relations are matters reserved to the UK Parliament.
