Please tell send me a list of all the reports and surveys carried
out by, or on behalf of, the GLA, into air quality in London, in
the last ten years.

To help you in finding this information, I am specifically
interested in reports, surveys or analysis
- into air quality for members of the public
- emissions produced by vehicles in London
- the financial impact on London as a whole of issues identified
with air quality / pollution
- comparative studies of air quality in London compared to other
cities in the United Kingdom or Europe and Scandinavia
- studies looking at whether air quality / pollution in London has
any health impact on Londoners, including compared to other parts
of the British Isles

The Mayor would like to thank you for your interest in his work and he is
keen to answer your query as quickly and fully as possible. As you will
appreciate, he receives a very large amount of correspondence but he is
committed to responding to your query within 20 working days.

However, the Greater London Authority (GLA) will only respond to queries
that relate to its work and will refer relevant queries to the appropriate

Dear Mr Lennon

Thank you for your recent FoI request regarding reports and surveys carried out by or on behalf of the GLA into air quality in the last ten years. Below is the information that you requested. Mostly the information can be found in documents already on the GLA or TfL websites. However, one relevant document ("Emissions related charging:
Impacts on the vehicle market") has not been published and is attached to this e-mail.

Reports, surveys and analysis into air quality for members of the public

In 2009 the GLA commissioned modelling based on 2008 emissions and monitoring from across London to inform development of the Mayor's Air Quality Strategy (MAQS). The results are contained in the Mayor's draft MAQS which was published for public consultation on 28 March 2010 and which is available on the GLA website at http://www.london.gov.uk/sites/default/f...

Similar modelling was produced to support policy development for the London Low Emission Zone (LEZ) between 2005 and 2007. The results are contained in the following documents on the TfL website:

No attitudinal surveys have been carried out on air quality per se. However, questions about air quality have been asked as part of surveys carried out during public consultations on the LEZ. The results are included in the following documents on the TfL website:

In addition, the GLA is currently consulting with the public and stakeholders on the draft MAQS, and the questionnaire on the GLA consultation webpage contains questions about air quality in London. The GLA will publish a report on the consultation at the time that the final MAQS is published, which is expected to be in autumn 2010.

Reports, surveys or analysis into emissions produced by vehicles in London

In 2003 AEA Technology published The London Low Emission Zone Feasibility Study on behalf of the London Low Emission Zone Working Group, which included the GLA. This report which is available on the TfL website included information about emissions from different vehicle types in London:

Between 2005 and 2007, TfL published information about emissions from road transport in London to support the public consultations on the LEZ. These are also available on the TfL website:

In 2007, TfL commissioned a report into the vehicle fleet in London, including emissions characteristics. This was to support policy development for the proposed CO2 Charging scheme. The full report is attached.

In 2008, TfL published the London Low Emission Zone Impacts Monitoring Report, which includes details of emissions from different vehicle types in London. This is available on the TfL website at:

Other requests

The GLA has recently published a report into the health impacts of air quality. This estimates that around 4,300 premature deaths are partly attributable to concentrations of fine particulate matter (PM2.5). This report on the study, which was carried out by the Institute of Occupational Medicine, is available on the GLA website at:

The GLA has not commissioned comparative studies of air quality in London compared to other cities. Nor has it commissioned studies into the financial impact on London as a whole of issues associated with air quality.
