I note that the Inspector's report recommending refusal of the
appeal refers in para 5.3.9 to a letter from GLA "dated 26 January
2010 is explicit that it should not be "read as a letter of support
from the Mayor"".

Under the Environmental Information Regulations, can I request a
copy of information relating to the Southall gas pressure reduction
station proposal prepared by the GLA between June 2009 and March
2010.

Re: Request for information

I am writing regarding your request for information, which the GLA received on 1 July 2010. In that request, you asked us for;

"a copy of information relating to the Southall gas pressure reduction station proposal prepared by the GLA between June 2009 and March
2010".

This information may, in our view, be subject to the exemption at section 43 (2) of the Freedom of Information Act. The Act (ss.10(3) and 17(2)) allows public authorities to extend the period for responding to requests under the Act if information requested may be subject to exemptions and longer is needed to consider the public interest. I am writing to inform you that it will be necessary to extend the time limit to respond to your request beyond 20 working days. We expect to have made a decision in this matter by 26 August 2010, though if we are able to make a decision before then, we will contact you sooner.

I note that you are considering whether the information may be
exempt under section 43 of the Freedom of Information Act.

As I believe the topic concerns air quality and the potential
emission of substances harmful to health into the atmosphere, I
asked for the request to be dealt with under the Environmental
Information Regulations. I would be grateful if you would review
your response and let me know whether it should more properly be
handled under EIR rather than FoI.

Dear Greater London Authority,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Greater London
Authority's handling of my FOI request 'Air Quality - Southall gas
pressure reduction proposal'.

I made the request on 1st July and received a holding response
indicating that more time was needed to consider the balance of
public interest on 29th July.
This suggested that you expected to make a decision by 26th August.

Since then, despite a prompting email on 1st September I have had
no response.

Briefing Paper" (on page 59 of the 79 page pdf file)

is the "GLA- Blue-NG Air Quality Review Technical Note" with the
footer Entec 7th December 2009 (on pages 48-55 of the 79 page pdf
file).

Or is this another document that has not been supplied under the
request ?

Can you please confirm when the briefing note was first sent to
Isabel Dedring ?

We could not provide you with the attachment at the time of your original request as we no longer held the original email. Following my response of 9 November 2010 I can confirm that the briefing note you refer to for Isabel Dedring has since been brought to my attention and is not the same as the briefing note to which you refer to on pages 48-55 of the 79 page pdf file which we disclosed to you. The briefing note itself was prepared by Blue NG and not the Greater London Authority so we would not have considered this attachment for disclosure under your original request for "information relating to the Southall gas pressure reduction station proposal prepared by the GLA between June 2009 and March 2010".

I hope that this delay to confirm this information and the inaccuracy contained within my previous correspondence of 9 November has not caused you any inconvenience.
