Dear Highways Agency,
Under the Environmental Information Regulations, please can you
supply me with the mean nitrogen dioxide level for 2010 as measured
by the automatic sensor at the Staines M25 location (or if already
available, please direct me to the location of the information.)
I had expected to find it at
http://www.trl.co.uk/enviro_pages/M25_st...
but find that the summary statistics do not give information later
than 2008.
I am interested in the information to compare with the 2010SM
predicted air quality modelling information given in "Demonstrating
Confidence" document associated with the DfT Heathrow Expansion
consultation.

Dear Highways Agency,

I am writing to request an internal review of Highways Agency's
handling of my FOI request 'Air Quality - M25 Site - Staines'.
I understand that I should have expected a reply by the first week
of October and despite me sending a message to prompt a response on
7th October, I have had no reply beyond the initial acknowledgement
on 7th September 2011.

Your original request was forwarded to the team responsible for the M25 rather than the Environment Group. It was forwarded on but the correspondence record was not kept up-to-date. The Environment Group were preparing the reports for publication at the time of your request but would not have received the usual deadline prompts from our correspondence system. We are now reviewing the process to prevent this happening again.

T Henderson left an annotation ( 6 November 2011)
includes the information that the annual mean NO2 figure at the M25- Staines monitor in 2010 was 61.6 ug/m3. This compares with the target objective of 40 ug/m3 .

The air quality modelling done for the consultation papers on the expansion of Heathrow by adding a third runway predicted that the level for 2010 at this monitor would be 49.9 ug/m3.
Again it appears, as the Environment Agency predicted, that the optimistic claims for large reductions in NO2 caused by cars operating to new European emission standards have not been met in real-life.
