Dear Sir or Madam,

Under the Environmental Information Regulations, please could you
provide me with the details of the air quality impact assessment
that has been undertaken by the GLA in connection with
planning report PDU/0119d/01
27 May 2008
gas pressure reduction station, Southall gasworks
in the London Borough of Ealing
planning application no. P/2009/0780-S

referred to in
para " 38 An air quality impact assessment has been undertaken for
this application
and the approach taken is suitable. The assessment covers the
expected
impact associated with the construction of the site,
as well as the operational traffic impacts and the emissions
from the proposed plant."

In particular I would request information on the consideration of
NOx/NO2 emissions from the main Paddington-Bristol railway which
runs adjacent to the site and which were omitted from the
Environmental Assessment study in the proposal submitted by
Planning Perspectives in March 2009.
As such it fails to comply with

and the modelling appears at variance with the LAEI map at

Dear Tim Henderson,

Thank you for your FOI request regarding the Gas Pressure Reduction Station at Southall Gasworks.

As you are aware, an application was submitted to the London Borough of Ealing for a gas pressure reduction station at the existing Southall Gasworks. An Environmental Impact Assessment accompanied the application that was submitted on the 18th March 2009. The documents that relate to this application can be viewed at the London Borough of Ealing planning website, as included below:

On the 27th May 2009, the Mayor of London considered the proposal. The GLA environment team did not undertake an additional air quality assessment, but provided comments on the scope of the assessment. With regards to your question about the consideration of the NOx/NO2 emissions from the Paddington railway, this was not specifically assessed within the submitted air quality assessment. The Technical Guidance that you refer to explains how local authorities should undertake a Detailed Assessment for railways as part of their Local Air Quality Management duties rather than assessment of development proposals. However, the background air quality information used from the National Air Quality Archive within the assessment includes rail emissions within the specific kilometre grid square of interest and as such is in line with the Technical Guidance issued by Defra in February 2009.

Finally, in April and September this year the most recent LAEI emissions and modelling maps were released by the Greater London Authority. Information on this is located on the Greater London Authority website (copied below) and as such replaces any previous modelling. If you would like a copy of the LAEI please do not hesitate to contact me - the cost is £15 + VAT.
