Dear Police Complaints Commissioner for Scotland,
This is a request for information under the Freedom of Information
(Scotland) Act 2002.
Please provide the information contained in agreements made under
article 4 of the Police, Public Order and Criminal Justice
(Scotland) Act 2006 (Consequential Provisions and Modifications)
Order 2007.
Also, your publication scheme says "minutes of management meetings"
are to be published on the PCCS website. I would be grateful if you
could furnish me with such minutes from 1st January 2009, since I
can't find them on the website.
Please provide the copy of the information, in an electronic
format.

Dear Ms Brodie,
Thank you for your message, which I received today.
Thanks also for copies of the management team minutes, but I note
they are only "public" minutes.
I note no distinction was made in your publication scheme between a
public and private section - could you clarify the situation?
Also, I asked for copies of the agreements signed under the UK
statutory instrument, but these don't seem to be attached - I
didn't think this was particularly controversial, since the IPCC in
England and Wales proactively publish them on their website.

An email was sent to you from this address at 08.51 am today. Attached
to this email was a zip file containing copies of agreements between the
PCCS and British Transport Police and Authority, Civil Nuclear
Constabulary, Ministry of Defence Police, Serious and Organised Crime
Agency and UK Border Agency. Could you please confirm whether you
received this email?
To clarify your question about the distinction between public and
private information, we remove the names of members of staff, other than
the Senior Management Team, from team minutes in order to protect the
privacy of our staff.
I hope this information clarifies matters. If you have any further

I have copied the email sent to you at 8.51 am this morning below. I have
split the agreements into two zip files as the size of the documents may
have prevented the email from being delivered. This email contains the
letter of response to your FOI request and agreements between the PCCS and

Dear Mr Wyllie
I have received an email from our IT department stating that the email I
sent to you at 15.12 pm containing the agreements between the PCCS and
other policing bodies has been blocked as it is too large.
To resolve this problem I suggest that I publish the agreements on the
PCCS website tomorrow morning. Would this be suitable? If you also
require a hard copy of these agreements I can arrange for them to be sent
by post at your request.
I have also attached a copy of our letter in response to your FOI.
I apologise for ay inconvenience this delay has caused. If there is
anything further I can help you please do not hesitate to contact me.
