thank-you for your prompt reply. Could you please send me a copy of
the agreement/letter with Dr Jones in which he makes these
restrictions on redistribution of the data.

Why not ask for all the emails relating to this decision, including any emails between the met office and Jones, meeting minutes, telephone calls etc.
In other words, did the Met Office discuss with Jones restricting data.
If so, its the wrong way round. Jones shouldn't have a say in the data given to him
Then you could also ask for all the details of agreements with the providers of the data. Have they put restrictions on the data or is the Met Office making it up
