Dear Sir or Madam,

As a resident of Hawksdown Road, Walmer I and the majority of my
neighbours are outraged with the outcome and the way in which
permission to develop Alderden House was given by the DDC planning
committee without a prior site meeting.

I am therefore requesting under the Freedom of Information Act
copies of non-public committee meeting minutes relating
specifically to:
1. the many objections tended in favour of refusing said
application;
2. what deliberation and weight were given to the decision to
refuse planning permission in respect of 9 Granville Road, Walmer
(DOV/08/01283 and DOV/07/00038 refer)in circumstances arguably less
persuasive than the ones relating to Alderden House;
3. the reasons for not holding a site meeting as recommended by at
least one council member.

Dear Mr Ellis

I am writing in respect of your enquiry for information held by this
Authority received on 5 October 2009 and to confirm that we have
completed the search for the information that you requested.

In your request you were seeking copies of minutes of non-public
committee meetings relating to objections in favour of refusing planning
permission to develop Alderden House. I can confirm that there were no
such meetings and therefore are no minutes. Consideration and
deliberation of third party comments are all addressed in the report to
the Planning Committee which is a public document. This is available on
the Dover District Council website, the following link will take you to

In your request you also refer to two other applications DOV/07/00038
and DOV/08/01283 at no. 9 Granville Road, Walmer. Both applications
were refused permission, 07/038 was dismissed at appeal and an appeal is
currently being considered for 08/1283. Again, any reports and the
Inspectors decision are public documents. Please find attached a copy
of the appeal decision for 07/038, this did not go to committee,
therefore there is no report. In respect of 08/1283, again this did not
go to committee so I have attached a copy of the officers report.

Finally you ask about the reasons for not holding a site visit. There
is no mention of this in the Minutes and I have been advised that once
the Minutes are complete then any notes taken at the meeting are
destroyed. I understand that no motion for a site visit was proposed
and so no vote taken on such a motion. I have attached a link to the
minutes which are also a public document and published on the Council's
