Dear Merthyr Tydfil Council,

In accordance with the rights set out in the freedom of information
act, I wish to be provided with the following information:-

1) Numbers of agency / self-employed workers employed in the social
services department as at 10th June 2010

2) How many of these workers are employed in (a) adult services (b)
childrens services

3) Numbers of agency / self employed workers employed as (a) social
work practitioners (b) social care workers (c) managers (d) support
staff

4) Of those people identified in question one, the date the longest
serving agency / self-employed worker was engaged by the Social
Services Department

5) Of those people identified in question one, the cheapest hourly
rate paid by the Council for an agency / self-employed worker in
social services, and that person's job title

6) Of those people identified in question one, the most expensive
hourly rate paid by the Council for an agency / self-employed
worker in social services, and that person's job title

7) The total amount paid by the Council to employ the most
expensive worker identified in question 6, from April 1st 2009 to
10th June 2010.

I write further to my Freedom of Information request relating to
Agency Workers in Social Services, for which you acknowledged
receipt on 10th June.

Under UK legislation, I should have received this information no
later than 8th July. Therefore I require a prompt response, giving
me the details I seek.

Dear Merthyr Tydfil Council,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Merthyr Tydfil
Council's handling of my FOI request 'Agency workers in social
services'.

This request should have received a response by 8th July. Despite
requesting this response, I have received no communication from
your organisation. There is a legal requirement for the Council to
havve responded, and I am appalled that the law should be
disregarded in this manner. I also find it shows a complete lack of
respect not to have acknowledged my last email.

Many thanks for your response and confirmation that an
investigation will take place. My apologies for not replying on
your direct email address. The What do they know site censors these
to ensure individuals and professionals are not subjected to
inappropriate emails.

If you use the link sent in my last email you will be able to
access my original request, the reply from your customer services
Team and my follow up emails. I therefore do not intend or need to
send you yet further evidence of my original request.

RE: Freedom Of Information Act 2000 - INFORMATION Request

the Social Services Department received by the Freedom of Information
Officer on 6th August 2010.

We are considering your request and you should receive the information
requested by the 13th August 2010, unless the information is exempt or we
require additional time to consider whether disclosure is in the public
interest in accogrdance with Section 2 of the Freedom of Information
Act.

The information will normally be provided in paper copy, normal font size.

The Act defines a number of exemptions which may prevent release of the
information you have requested. Before we provide the information we will
consider whether it is proper to release it and if any of the exemption
categories do apply then the information will not be released. We will
tell you if this is the case, and you will have a right of appeal.

worker identified in question 6, from April 1st 2009 to 10th June 2010.

Dear Madam

Your request for an internal review of the handling of this request for
information has been passed to me. I understand that you have requested
this review as a result of the fact that there was a delay in providing
the information to you, although I know that you have now received the
information that you requested.

I have considered the file of information and can see that the delay was
caused as a result of a breakdown in the internal process for passing
requests to the designated Freedom of Information officer. Your initial
request was sent to the Customer Care Department and there appears to have
been a problem in the passage of the request between them and the FOI
officer. I have spoken to various officers with regard to that and am
advised that a new process has been put in place to cover this sort of
circumstance and this should ensure that no such delay would occur for a
similar request in the future.

I apologise for the delay in dealing with your request and any
inconvenience this may have caused.
