At this stage I am unclear about the information you are requesting.

You refer to an in-house PSL "Neutral Vendor" contract and fee schedule.
To my knowledge we do not have this, however, could you clarify what PSL
stands for in this context?

When requesting specialist temporary staff, our usual practice is to
contact a number of agencies that provide such staff in this area, and
based on the CV's sent through select an agency worker who would most suit
the role that needs covering.
