Your request for information received on 14/12/2011 has now been
considered and the information requested is enclosed. You requested:-
1) Provide the number of qualified social workers supplied through
recruitment agencies, analysed by Children and Adult services.
Adults Services.
11 in total.
2 workers in community care.
1 worker in Learning Disabilities.
2 workers within Adult Care Teams.
6 within Residential Care Services.
Children's Services.
There are currently NO qualified social workers supplied through
recruitment agencies.
2) Provide information on the number of in-house residential units, day
care centres and supported living settings currently using
agency care / support workers, their locations, also analysed by
Children’s and Adult Services.

There are 5 children's residential units and 1 Family Assessment Unit.
However, with regards to the locations of the above, it is possible that
to confirm or deny that the requested information is held, or to provide
the information if it is held, may not be in the public interest. I am
currently assessing this.
The Freedom of Information Act obliges the Council to respond to requests
promptly, and in any case no later than 20 working days after receiving
your request. However, when a qualified exemption applies to the
information and the public interest test is engaged, the Act allows the
time for response to be longer than 20 working days, and a full response
must be provided within such time as is reasonable in all circumstances of
the case. The Council does, of course, aim to make all decisions within
20 working days. In this case, however, I have not yet reached a decision
on where the balance of the public interest lies.
It is anticipated that this will require an additional 10 working days to
process. If this timescale needs to be revised you will be advised as to
the reasons and provided with a revised timescale.
The specific exemption(s) which apply in relation to your request is
Section 38 (1) - Health and Safety.
In this case, information is exempt if its disclosure would be likely to –
(a) endanger the physical or mental health of any individual, or
(b) endanger the safety of any individual.
Section 38 is a qualified exemption and requires the consideration of the
public interest test.
I will write to you as soon as possible with the outcome of the
assessment.
3) Advise which of question 2 are expected to be closed in 2012?
Tiled House is now being used by the Health Economy for intermediate Care.
Shenstone House is scheduled to close March 2012.
New Bradley Hall is in the formative stage of a consultation process.
4) Provide an organogram showing the Social Services Departments within
the Council.

following information as regards locations. Should you require any more
detailed information as to the precise locations of these centres, I
need to refuse this as I consider it would not be in the best interests
of the vulnerable residents concerned, or in the public interests to
provide this further information.
Children's Services.
There are 5 children's residential units and 1 Family Assessment Unit.
3 of the residential units are in Dudley, 1 in Brierley Hill and 1 in
Sedgley. The Family Assessment Centre is in Halesowen.
