Dear Ms Harrison-Bradley

Information Request - Freedom of Information Act

Further to your request for information received on 16^th February, please
see below our response in respect of your enquiry.

The Council procures agency staff through a secure portal of approved
suppliers.  This service is managed by Comensura an external
contractor.  The below expenditure has been extrapolated against the
specified categories for January - December 2010.

Division Jan - Dec 2010 Total charge
Healthcare - Qualified £70,734.72
Social Care - Qualified £846,939.28
Social Care - Unqualified £263,585.73
Grand Total £1,181,259.73

The Council is unable to provide a further breakdown beyond these
categories.  Some areas of service delivery may occasionally engage
specialist agency staff outside of this portal with employment agencies
direct.  Where such spend occurs, this information is not held in a
centralised computerised or paper-based record.  In order to identify
if we hold this information, we would be required to refer your request to
each department within each Service Unit to manually identify any payments
which have been made to employment agencies direct.  We would then be
required to review each and every invoice to ascertain if payments had
been made which meet the requirements of your request.  Unfortunately,
the estimated costs of undertaking the necessary search, retrieval and
preparation work to allow us to respond to your request will exceed the
£450 fee limit as set out in the Fee and Appropriate Limit Regulations
2004.  Therefore, the Council is not obliged to provide you with the
information. The fee limit equates to a maximum of 18 hours of search,
retrieval and preparation time.

I hope that this deals with your request satisfactorily.

The information supplied to you is subject to copyright protection under
the Copyright, Designs and Patents Act 1988. You are free to use it (not
including logos) for non-commercial purposes. You must re-use it
accurately and not in a misleading context, and acknowledge us as your
source. Re-use for commercial purposes may require a licence. Initial
enquiries about re-using all or part of this information for commercial
purposes should be directed to the Council's Corporate Information
Compliance Officer who can be contacted by email at

You were advised in our acknowledgement to you that you may receive a

so by completing the online feedback form on the Council's website on the
