Please can you provide the following information. For each
consultant / contractor working within Defra's Procurement and
Commercial Function (including all sub functions, ie Integrated
Commercial Strategy, MI Team, Lean Team etc) from 1 jan 2009, the
following information:
1. The daily rate paid to each contractor
2. The date they started with the department
3. The date they left the department
4. Based on their daily rate, the daily agency fees paid to the
recruitment agency for each contractor
5. The recruitment agency/ consultancy they are/were with

Dear Jadeja, Meena (LCS-LEG),
Thank you for your reply, however it does not show Agency Fees. You
have shown interim + Agency Fees combined. Some Agency advertise a
fixed 12.5% on interim rates, and this is what I want to see the
actual Agency percentage or fee on each interim The government has
great buying power and I want to see how much the agency fees are
per contract. For more clarity here is an example of the breakdown
I am looking for. This is based on a study of sustainability and
value for money of interim cost and the procurement of these
contracts.
Interim 1 Day Rate £200,
Agency Fee Percentage 12.5% (£25.00)
Total £225.00 per day
Agency ‘Smith’
Interim 2 Day Rate £200,
Agency Fee Percentage 57% (£114.00)
Total £314 per day Rate
Agency ‘R P S’

Dear PCF PQs (LCS-PCF),
In response to item 4, can i be clear you are saying that for every
contract for an interim/agency person DEFRA employ, that an
individual negotiates a rate paid to the agency without any
knowledge of the individuals market rate and the agency therefore
has the ability to manipulate there fee without you having any
understanding of the agency profit margin, yes or no?
Do DEFRA have any agreed rates of mark up for any of the agency
costs given? If so what were these rates and with which agency?
Do you utilise any of the available framework agreements? If so
which ones have you used in the last 3 years?

I am writing to request an internal review of Department for
Environment, Food and Rural Affairs's handling of my FOI request
'Agency Fees'.
You have failed to acknowledge and respond to my question, and more
than 20 days have now passed. I fail to see how you cannot provide
this information and I would like this examined and the details to
be published. By law, under all circumstances, you should have
responded by now.
