Thank you for your request for information received on 5 November 2008
and I apologise for the delay in responding.
The information you seek would normally be exempt under the Freedom of
Information (Scotland) Act 2002 because it falls under the terms of the
Environmental (Scotland) Information Regulations. However, I am happy
to provide the information you seek as ascertaining the answer would
involve going to the application forms and reports for all of the
Caltongate planning applications and this would be complex and time
consuming.
You specifically ask for all information on affordable housing planned
to be built on land owned (or to be owned) by Mountgrange (Caltongate)
Plc. The details of the affordable housing in terms of plans and
layouts are available to view in the plans which can be viewed via the
Planning and Building Standards Portal. The details of these are below:
8 new flats will be built on land to the rear of East Market
Street/Cranston Street; this is currently land owned by the City of
Edinburgh Council. The plans are available under application reference
07/01288/FUL.
36 flats will be built over two sites on Calton Road; this is land owned
by Mountgrange at present. The plans are available to view under
application reference 07/00560/FUL.

Mountgrange's Implementation programme report available on their website,

states that,
"2.7 Mountgrange Capital PLC, a privately owned property investment and development company, purchaed the former New Street bus Depot site in 2004. it subsequently added to its holdings by acquiring property in Calton Road, part of the Old Sailor's Ark (231 Canongate) and flats on Canongate through its subsidary Mountgrange Caltongate Ltd. As mentioned above, the Council has conditionally resolved to dispose of properties in East Market street and Cranston street to Mountgrange..." According to this, the Council has not got land on Calton Road, and so therefore doesn't intend to sell as per their reply, however they have entered into a conditional agreement regarding East market street/cranston street

Dear Ms Grant
I do not understand your question. I do not see any reference to
Mountgrange not owning land at Calton Road. There is s statement that
we will not be selling nor do we intend to sell land at Calton Road to
Mountgrange. This is true. The land that Mountgrange own on Calton
Road did not belong to the City of Edinburgh Council.
I hope this clarifies matters.

The applications for affordable housing on Calton Road by Mountgrange included land on Calton Road that was defined as being owned by CEC on the notification to owners forms within the original planning application forms application (ref. 07/00560/FUL).

You state "36 flats will be built over two sites on Calton Road;
this is land owned by Mountgrange at present. The plans are
available to view under application reference 07/00560/FUL."
However a previous FOI stated that Mountgrange did NOT own land on
Calton Road and there was no intention of selling land to
Mountgrange, therefor the information you have given me is
contradictory to the information given to Julie Logan in September
2008 - can you clarify which information is correct?
