Dear Warwickshire Police,

I was somewhat perplexed to find you, or someone acting in your
name, had extensively spray painted a message reading "our bars are
open 24/7 - Warwickshire POLICE" over the surface of the pavement
on The Parade in Leamington.

Assuming that this was carried out on your behalf (as it fits with
the poster you displayed outside the Jephson Gardens recently), I
would like some more information about this campaign please.
Specifically:

1. How many of these motif's were sprayed, when, whereabouts and by
whom?

2. How will they be removed?

3. Was the permission of the highways authority (Warwickshire
County Council) sought for this activity?

4. Would such an act normally be classed as graffiti?

4. What was the cost of this activity? Was this approved in line
with the Cabinet Office's current freeze on all non-essential
marketing spending?

5. Are there any measurable objectives or outcomes to this
campaign?
