Adult Social Care Budget-Setting Process

Dear Essex County Council,

Following a previous FOI response I understand that your budget for
a new adult social care IT system is £35 million. I wish to
understand the decision-making process which led to this particular
magnitude being selected, rather than a different sum. I do
appreciate that this procurement is underway, and so none of my
questions relate to any time during the procurement process itself
- at this stage I am solely concerned with decisions made prior to
the contract notice being published.

Q1 : Please supply, or provide a link to, the relevant committee
papers at which this budget was decided upon. Please include any
relevant documentation which explains the rationale behind this
particular budget being so large

Q2 : What benchmarking activities did the Council undertake? For
example, did you ask other local authorities how much they paid for
their social care systems? I spent literally 10 minutes on the web
and found a number of contract award notices which provided
high-level price information which was considerably less than your
budget for this project.

Q3 : Have Essex CC Internal Audit, or the District Auditor, been
asked to look into this project?
