Dear South West Strategic Health Authority,
Please provide copies of all correspondence between Cornwall & the
Isles of Scilly Primary care Trust( AKA NHS Cornwall & the Isles of
Scilly) and the South West Strategic Health Authority, which
requested amendments or corrections to the Cornwall & Isles of
Scilly Adult Community Health services Integrated Business Plan
which was submitted to the SHA in December 2010.
I do not require you to release any commercially sensitive
information which is not now in the public domain as at 1st July
2011. Please redact any specific information which you consider to
be commercially sensitive with an explanation but provide copies of
the correspondence nevertheless.

I refer to your Freedom of Information request of 01 July 2011. In
compliance with the Freedom of Information Act 2000, the South West
Strategic Health Authority is able to respond to your request as follows.
The Integrated Business Plan was submitted to the South West Strategic
Health Authority in December 2010. Since that time the SHA has not
requested any amendments or corrections to the business plan.
I hope that your request has been satisfactorily answered, but I should be
pleased to offer any further assistance. You have the right to complain
about this response by reference to the complaints procedure of the South
West Strategic Health Authority in which case you should write to the
Chief Executive at NHS South West, South West House, Blackbrook Park

Thank you for answering a question I did not ask .
Please reread the Freedom of Information request dated the 1st July
2011 and answer the request I made. My request was to the SHA to
provide copies of all correspondence between Cornwall & the Isles
of Scilly Primary care Trust and the South West Strategic Health
Authority, which requested amendments or corrections to the
Cornwall & Isles of Scilly Adult Community Health services
Integrated Business Plan which was submitted to the SHA in December
2010.
The information you have supplied is interesting but I did not ask
whether the SHA had requested any ammendments to Integrated
Business Plan.
Please provide me with copies of the correspondence I have
requested. ie letters from the PCT to the SHA and any replies from
the SHA to the PCT regarding any changes to the IBP or your
assurance that the PCT did not request any changes or corrections
or ammendments to the IBP they submitted to you in Deecmeber 2010.

Thank you for your emails dated 3^rd August and 16th August 2011.
Firstly, we have reviewed our response to your Freedom of Information
request of 01 July 2011.
I can confirm that the South West Strategic Health Authority does not hold
any correspondence from NHS Cornwall and Isles of Scilly which requested
amendments or corrections to the Integrated Business Plan submitted to the
SHA in December 2010. Since that time the SHA has not requested any
amendments or corrections to the plan.
Secondly, at your request, we have reviewed our handling of FOI requests.
As my email stated, when I was on leave, other members of our team deal
with requests in my absence. We always respond on time and provide an
answer to each request. We are confident our procedures are professional
and appropriate.

I note your use of words: is there a difference in the use of the
word "hold " which you use and the word receive in regard to this
request?
Would you please clarify that the SHA have not received any
correspondence from any source requesting any changes, additions,
alterations, amendments or corrections to the IBP that was
submitted to the SHA in December 2010 and the IBP that was approved
by the SHA on the 3rd June 2011 and ratified in July 2011.

To answer your question about the use of the words "hold" and "receive",
the Freedom of Information Act 2000 gives the right to request any
recorded information held by public authorities. .
In accordance with Section 1 (1) of the Freedom of Information Act I can
confirm that the South West Strategic Health Authority does not hold any
correspondence from any source requesting any sort of amendment to the IBP
submitted in December 2010, and the IBP which was considered by the SHA on
3 June 2011 and formally approved on 28 July 2011.
I hope that your request has been satisfactorily answered, but I should be
