Dear Ms Moore

Thank you for your request which has been forwarded to us by Test Valley
Borough Council. It arrived in Hampshire County Council on 17 June 2010,
so this is the date the request is deemed to have arrived when calculating
the 20 day response time for Freedom of Information requests.

You requested the following information:
I would like to know how many children have been forcibly adopted (without
parental consent) since the November 2006.

From our preliminary assessment, it is clear that we will not be able to
answer your request without further clarification.

1) Are you interested in data for the Test Valley Borough Council area or
for the area covered by Hampshire County Council?

2) If you are interested in information specific to Test Valley, please
can you state whether you are interested in children born in the area or
those living in the area at the date of adoption.

3) Please can you clarify what you mean by the statement "Forcibly
adopted"? Recent press articles have used the phrase "forcibly adopted" to
refer to new born infants taken into care at birth with an adoption plan
in mind, yet others might understand the phrase to refer to all children
in public care who are adopted from public care. There are a range of
possible definitions between these extremes, hence the need for a precise
definition of the information requested.

4) Please confirm that adoption orders granted by the courts after 1
November 2006 are the subject of your FOI request, or provide further
clarification of the details of your request.

Once you have clarified your request, I will be able to begin to process
your request. If I do not receive clarification within three months your
request will be considered to have lapsed. (Under section 1(3) of the
Freedom of Information Act (FOIA), a public authority need not comply with
a request unless any further information reasonably required to locate the
information is supplied).

communications.

Dear Children's Services Freedom of Information requests,

I would like the information for Test Valley, I will send a FOI
request separately to Hampshire County Council. To the second
question you ask, I would like the details to ALL children from
that area and or are adopted there. Yes I have been reading the
press articles and I am referring to ALL children under eighteen
years of age. And I realise that all children are already in the
care system first before a placement order is sought for, for a
subsequent adoption.

I am from Hampshire County Council. Test Valley forwarded your FOI to us
as they do not get involved in adoption cases being a District Council.
There is no need to send in another FOI, as Test Valley legally
transferred your request to us.
