Dear Melizza Moore,
Reference number: FOI/CSF/07/10/2298
On 20th July 2010 we received the following request for information from
you:
'I wold like to know hoow many children were forcibly adopted
(withot parental consent, and parental wishes) since 2006'
Your request for information has been considered under the Freedom of
Information Act 2000. I can confirm that Hertfordshire County Council does
hold the information you have requested, and can respond as follows:
'We do not use the term 'forcibly adopted' but can give you a figure which
relates to children who were 'adopted through care proceedings'. Children
can be adopted in the main through two processes, in one the parent
voluntarily places their child for adoption this is called
'relinquishment'.
The second process is where children are placed through the courts
agreeing a care plan for adoption. There is then a final hearing at which
the parents can consent or continue to oppose, with the court making the
final order.
There were 202 children in Hertfordshire who, between 1st April 2006 and
31st March 2010, according to our records were adopted through care
proceedings, i.e. through the courts.'
