Gwynedd Council

Pembrokeshire Council (Another Council that doesn't want it Fostering Allowances publicised)

Rhondda Cynon Taff Council

(Careful with spelling of the last 2 - otherwise you won't find them.)

Thank you for the further places. I hear Wales has a problem generally with "forced adoptions". I do not remember seeing these councils on the numerous listings I have for U.K local authorities. Some of them are covered by other places. When I have got all the responses back. I will be listing every single L.A in its correct format.
