Dear University of Liverpool,

I would like a copy of your Undergraduate Admissions Policy, along
with minutes from any meetings over the last three years where
changes to this policy have been discussed.

I would like a copy of the standard letter you send making an offer
(conditional and unconditional) to a prospective student; and a
copy of the standard letter you send rejecting an applicant.

I would like you to confirm the average time taken to respond to
Undergraduate applicants last year, with details of whether this
varies depending on the type of offer made; or whether there is
variation across the different academic areas of the the
University.

Dear Sir or Madam,

Thank you for your email dated 20^th February 2010 requesting information
concerning the University of Liverpool’s Admissions Policy.   I am
pleased to enclose the information you requested.

 1   I would like a copy of your Undergraduate Admissions Policy, along

     with minutes from any meetings over the last three years where

     changes to this policy have been discussed.

The University's Undergraduate Admissions Policy is available on our
website at:

This document sets out all the principles that the University apply in
making admissions decisions.

The policy was discussed at meetings of the Qualifications Group and at
the Admissions Sub-Committee (as it then was - now the Admissions and
Widening Participation Committee). 

On 14 November 2008, the Qualifications Group considered the policy, and
the relevant minute reads:

Undergraduate Admissions Policy

Since it consisted primarily of the Admissions Sub-Deans, the Group was
invited to comment on the draft of the Undergraduate Admissions Policy,
which would be presented to Admissions Sub-Committee on 25 November. 
Members of the Group agreed to send any suggested additions/amendments to
Gaynor as soon as possible.

On 25 November, the policy went to the Admissions Sub-Committee, where the
relevant minute reads:

Admissions Policy

A first draft of the revised Undergraduate Admissions Policy had been
prepared for consultation.  Input on the draft was welcomed.  The new
Policy would state all matters where an institutional position existed,
and would complement departmental procedural documents.

The Admissions Policy would be discussed at a special meeting of the
Qualifications Group, at which Admissions Sub-Deans would contribute
Faculty input.

On 20 January 2009, the matter returned to the Admissions Sub-committee
and the relevant minute reads:

Draft admissions policy

The updated amendment to the admissions policy was RECEIVED. It was NOTED
that comment on the first draft had been received from the Qualifications
group and from the undergraduate admissions team, and this input had been
incorporated into the current version.

It was AGREED that the current version of the amended policy was approved.

2    I would like a copy of the standard letter you send making an
offer

     (conditional and unconditional) to a prospective student; and a

     copy of the standard letter you send rejecting an applicant.

Offers are sent via UCAS, and the formal offer letter is issued by them,
not by the University.  The University does send letters inviting
applicants to visit the university after an offer has been made, but these
are not offer letters.  As the University currently has a decentralised
admissions model, rejections are handled by individual departments, so
there is no standard rejection letter.

3     I would like you to confirm the average time taken to respond to

     Undergraduate applicants last year, with details of whether this

     varies depending on the type of offer made; or whether there is

     variation across the different academic areas of the University.

The average time taken from receipt of an application to making a formal
decision via UCAS for 2009 entry across the University was 40 days (based
on Home/EU applications received by 15 January 2009).  The average will
vary from subject area to subject area because of the different ways in
which applications are handled: for example, some subject areas interview
before making an offer, and so their application-to-decision time is more
extended than for those that do not.

If you are not satisfied with the University’s response to your request,
you may ask the University to review it.  If you wish to do this, please
