Dear Bradford City Council,
Under the Freedom of Information Act 2000, I am requesting entire
and complete evidence of the following:
- the physical addresses of Bradford City Council Highways and
Maintenance departments occupied by persons with administrative
responsibility for the allocation of gritting routes and the
provision of gritting services as part of highway maintenance under
the jurisdiction of Bradford City Council.
- the names of individuals and their respective employment titles
with administrative responsibility for the allocation of gritting
routes and the provision of gritting services as part of highway
maintenance under the jurisdiction of Bradford City Council;
- the geographical and physical employment addresses including the
direct telephone numbers, direct fax numbers and direct electronic
mail addresses (as allocated by Bradford City Council to its
employees) of each and every individual with administrative
responsibility for the allocation of gritting routes and the
provision of gritting services as part of highway maintenance under
the jurisdiction of Bradford City Council NOT including mailing
addresses, contact centres, helpline and/or general telephone
numbers (e.g. those including but not limited to customer service
centres, Bradford City Council contact centres/ services and the
bdirect call centre or its telephone number known as 01274 431000)
- the name of each and every highway (including footpaths) and the
individual street to street routes subject to gritting provision
together with typical frequency of gritting provision given the
standard set of weather conditions governing the provision of
gritting services as part of highway maintenance under the
jurisdiction of Bradford City Council.
- the governing measurements and specifications, including but not
limited to those that determine priority gritting routes and the
gradient measurement threshold used to determine a steep incline
typically subject to priority gritting under any local and/ or
national governmental policy as implemented by Bradford City
Council.

Further to your Freedom of Information request received in my office on the 8th January 2010 and my acknowledgement of the 9th January 2010 I can now advise as follows.
1. the physical addresses of Bradford City Council Highways and
Maintenance departments occupied by persons with administrative
responsibility for the allocation of gritting routes and the
provision of gritting services as part of highway maintenance under
the jurisdiction of Bradford City Council.
The Winter Gritting service is provided by a combination of staff from the Transportation and Highways service based at Flockton House, Flockton Road, Bradford, BD4 7RY and Errington House, Crossflatts, Bingley BD16 2AY. The gritting routes are referenced in the Winter Service Plan 2009/10(attached). However, the decision was taken early in January to move to a emergency route network which is attached for your information in .pdf format.

The lead officer within the Transporation and Highways Service for updating and drafting the Winter Plan is Keith Escritt, Principal Engineer (Keighley), who is the lead officer and serves as one of the 3 duty controllers. The lead officer for the Street Scene service is Dave Mazurke, Group Manager (Street Scene) who has responsibility for the depots and the plant and operations and serves as one of the 2 Duty Supervisors.
- the geographical and physical employment addresses including the

mail addresses (as allocated by Bradford City Council to its
employees) of each and every individual with administrative
responsibility for the allocation of gritting routes and the
provision of gritting services as part of highway maintenance under

gritting services as part of highway maintenance under the
jurisdiction of Bradford City Council.
The Winter Plan identifies the level of service to be provided in different conditions and the Council's procedures that are in place. The attached route network identifies the routes that are currently be gritted, the standard gritting network is not avaialble in .pdf GIS format but can be provided by the Duty Supervisor in hard copy format -now attached. Please advise whether this would be of use to you and I can supply you with a copy.
- the governing measurements and specifications, including but not
limited to those that determine priority gritting routes and the
gradient measurement threshold used to determine a steep incline
typically subject to priority gritting under any local and/ or
national governmental policy as implemented by Bradford City
Council.
The criteria for prioritisation, service levels, period of operation, treatments and special routes for different localities and weather conditions are documented in the Winter Plan. These proposals and needs have evolved to respond to the diversity of the Bradford district but the general principles reflect the guidance set out in the Code of Practice for Maintenance Management endorsed by key professional bodies namely the County Surveyor Society, TAG, and Local Government Association as well as other government agencies responsible for delivery elsewhere.
