I refer to your reply to an earlier FOI request regarding the NHS
GGC car parks:

I would be grateful if you could clarify your response to the above
in respect of the income to the health board as in the reply you
state that NHS GGC's spending on outside car parking agencies was
£472,357.80 and its income £5440.
Could you clarify whether this represents a net income to the trust
of £5440, or whether this is separate from the outlay, creating a
net expenditure of £466,917?
In addition - please give detail of the cost to the health board of
maintaining the car parks prior to December 2008 when the new
policy was introduced

Dear Ms Grant,
The original request (by D Silcock) referenced above resulted in
this answer from yourselves:
"In 2009-10 NHS Greater Glasgow and Clyde paid a total of
£472,357.80 for
the management of the car parking policy.
...
The management and collection of Unauthorised Parking Notices is
undertaken by the car park management services company, along with
all expenses for management, administration and appeals etc. After
these
expenses in the year to 1^st July 2010 the net amount due to the
Board is £5,440."
From your response it is not clear whether
a) NHS GG+C paid £472,357.80 and received £5440 back - a net outlay
to the trust of £466,917
or
b) NHS GG+C paid £472,357.80, received £477,797 back, resulting in
a net income to the Board of £5440
My second question was as follows:
Prior to December 2008 when the 4hr parking policy was introduced,
a pay and display system operated in many of the city's hospitals.
My request was for details of the income received from pay and
display tickets and fees paid to the car park management company or
companies for management of the car parks prior to the introduction
of "free" parking ie for calendar year 2008

REQUEST FOR INFORMATION 1018A
I write further to the ongoing correspondence in relation to your request
for information regarding car parking, received on 27 May 2011, which I
understand is further to a previous request (our ref: FOI 918A) made
during December 2010. We continue to treat your request under our
procedures for responding to requests for information under the Freedom of
Information (Scotland) Act 2002. I can confirm that NHS Greater Glasgow
and Clyde (GG&C) holds information as described by you. The information
which we are able to provide is set out below:
1. "I refer to your reply to an earlier FOI request regarding the NHS GGC
car parks [FOI 918A] I would be grateful if you could clarify your
response to the above in respect of the income to the health board as in
the reply you state that NHS GGC's spending on outside car parking
agencies was £472,357.80 and its income £5440. Could you clarify
whether this represents a net income to the trust of £5440, or whether
this is separate from the outlay, creating a net expenditure of
£466,917?"
I have been advised that the figure of £5440 quoted was the net value
of Unauthorised Parking Notices in the period questioned, therefore
creating a net expenditure of £466,917.
2. "In addition - please give detail of the cost to the health board of
maintaining the car parks prior to December 2008 when the new policy was
introduced." Subsequently in response to a request for clarification from
my colleague Mairi Grant you have responded as follows: "the request was
for details pertaining to calendar year 2008".
Please see the attached file ["FOI 1018A Q2b response"]. Technically I
must advise you that under the terms of Section 17 of Freedom of
Information (Scotland) Act 2002 this information is not held by us, as NHS
GG&C report financial data on a financial year basis, as is the norm
amongst public sector bodies. We are unable to disaggregate the data to
provide you with data pertaining to the calendar year 2008. However I am
able to supply you with the attached document which provides trading
accounts for GG&C car parking for the years 2007/8 & 2008/9, which span
the period in question. These accounts detail payments made to CP Plus,
along with other expenditure and income lines. I hope this will prove to
be a satisfactory response to your question.
In the first instance, should you require any clarification about this
letter please contact the writer whose contact details are at the top of
the first page.
If you remain dissatisfied with our response to your request, you have a
right to request a review within 40 working days of receiving this
response. The procedure for consideration of a review is detailed in
the attached note. The note also describes your right to pursue the
